Remove improper use of program_transform_name on pkglibrootdir.

* configure.ac (pkglibrootdir): Removed.
	(grub-mkimage): Replace PKGLIBROOTDIR with PKGLIBDIR.
	* util/grub-mkimage.c: Likewise.
